The Omnibus Transportation Employee Testing Act of 1991 requires drug and alcohol testing of safety-sensitive transportation employees in aviation, trucking, railroads, mass transit, pipelines and other transportation industries. The Department of Transportation (DOT) publishes rules (encompassed in 49 Code of Federal Regulations Part 40) on who must conduct drug and alcohol tests, how to conduct those tests and what procedures to use when testing.

Federally Mandated Drug Testing Protocols

Urine testing is the only drug test approved for federally mandated testing. To follow standardized procedures established by the Substance Abuse and Mental Health Services Administration (SAMHSA), urine test results are evaluated by a Medical Review Officer (MRO), 14 drugs under five substance categories (amphetamines, cannabinoids, cocaine, opioids, and phencyclidine) are tested for in a required SAMHSA-certified lab. The Department of Transportation’s (DOT) rule, 49 CFR Part 40, describes required procedures for conducting workplace drug and alcohol testing for the federally regulated transportation industry.
